    The substantive change application posted to all colleges on May 5th 2022 stated while recognizing that some accredited institutions offer instruction in more than one language, this policy specifies that the first distance education course must be offered in English. Courses in "a language other than English" may apply in subsequent substantive change applications for each additional language. This November 2021 updated policy and application incorporates the agency's forced adoption of eligibility for distance education in Korean and Mandarin languages.

    However, it also continues to inform all schools, staff, students and stakeholders that "Other than English" colleagues are second class citizens. Only English students have priority rights to accredited programs and services. All Chinese students must return to campus until the English students first get their distance education approval. After at least six months, schools may request approval for distance education in a language other than English. This is intentional.
